Nicholas Perry sworn states: I am Inspector of Police. On the 24th May at 11.30. Sergeant Butlin, Mr. Quincey, and I went to Man Hing Lane. Sergeant Butlin was in front. When I was a short distance in rear, I went up the lane, at the foot of the steps leading up the lane, Sergeant Butlin was upon the top of the steps. Mr. Quincey was with me. As I got to the top of the steps, I saw 7 men, some standing, some sitting at a table against the wall in the lane. Sergeant Butlin was opposite the table. As he saw us, they all got up and came down the lane in a westerly direction. Sergeant Butlin passed them and stopped them. On the table I saw a pen and a brush, and some Chinese ink, and thinking there was something wrong, I arrested the 1st defendant. Sergeant Butlin arrested the 2nd defendant. The others got away. We charged them with keeping a place for sale of lottery tickets and obstructing a public thoroughfare. At the same time we searched each of the defendants. We found nothing on them necessary to be produced, except packets of money. On the 1st prisoner we found 9 packets of papers. Each packet had Chinese characters on them. I produce them. I also found the paper produced with Chinese characters on it. Four of the packages have the names of four Chinese constables on them (put in and marked B1, B2, B3, B4), who are on duty in the park referred to in the list etc. The first prisoner also had...
